Technical Basis:
Engineering Bulletin No.10 Chapter 2, E.8 UPPER TERMINAL OF WELL
The casing pipe and the protective curbing of all groundwater sources shall project not less than 12 inches above the pump house floor, slab or cover installed.
Recommendation:
Extend the well casing a minimum of 12 inches above the well slab to minimize the possibility of contaminated water entering the well during flood conditions.

Technical Basis:
Engineering Bulletin No.10 Chapter 3, G.1 SPECIAL VALVES AND APPURTENANCES
Special provisions must be made to protect the system if water can drain out of the column pipe when the pump stops. This will occur if there is no foot valve in the well. An air release valve shall be provided between the pump and the check valve, or if applicable, on the pressure tank to expel air drawn into the line when the water drains out.
Recommendation:
Install an air release valve on the discharge pipe between the pump and check valve

Technical Basis:
Engineering Bulletin No. 10, Chapter 6, E.7. LEVEL CONTROLS
A water level indicating device shall be provided for each finished water storage unit. Installation of these devices will permit more efficient operation of the system and a more accurate record of water usage.
Recommendation:
Repair the water level indicator on the storage tank. A low pressure gauge at the bottom of the storage tank is also adequate.

Deficiency #8: No exterior ladder provided on the east storage tank.
Technical Basis:
Engineering Bulletin No. 10, Chapter 6, E.12. SAFETY
Interior and exterior ladders, ladder guards, balcony railings and safely located entrance hatches shall be provided where applicable.
Recommendation:
Provide an exterior ladder with appropriate guards and railings.
Deficiency #9: Failure to screen the air release valve (bleed line) on the hydro-pneumatic tank.
Technical Basis:
The air release valve prevents excessive air from entering the distribution system.
Recommendation:
Install a #16 mesh screen on the end of the air relief valve bleed line assembly to prevent insects, animals, or contaminants from entering. |

Technical Basis: Snakes, rodents and insects dwell in debris and excess vegetation. They can carry contaminants and diseases that could seep into a well during rain events.
Recommendation:
Remove excess vegetation from the well site to minimize attracting snakes, rodents and insects
