SO SIG 14 -14 Construction without an Approval to Construct (ATC). During the on-site inspection, the inspector noted that Well 2018-5 (ADWR #55-922276) had been operating without receiving the required ATC certificate. The inspector also noted that two new calcium calcite vessels were installed in the water treatment plant without receiving the required ATC certificate. In accordance with Arizona Administrative Code (A.A.C.) R18-5-505, a public water system must obtain an Approval to Construct certificate from the Department prior to making any alteration that will affect the treatment, capacity, water quality, flow, distribution, or operational performance of the public water system. Operating without an Approval of Construction (AOC).
