- Routine RTCR sample was taken on 8/7/18 with a TC+ result at the site (RTCR001) (Attachment No. 1).
- Repeat RTCR samples were taken on 8/9/18 along with 2 groundwater samples triggered by the Groundwater Rule. All came back "absent" except for the repeat RTCR001 sample which came back TC+ again (Attachment Nos. 2, 3, and 4).
- When the second TC+ at site RTCR001 was received on 8/10/18 triggering this Level 1 Assessment, we performed a field investigation of the property used as the sampling site (hose bib on the property). Looking back at our billing records, we discovered that the property had been vacant since late March 2018. Our field investigation indicated there had been little or no water usage downstream of the hose bib for some time. We found the pool in the backyard to be poorly maintained (see Photograph 1) and the pool float and filling system was inoperable at the time. We were able to get the pool filling system working and when water started entering the pool, it was extremely discolored (see Photograph 2). We believe that the plumbing system downstream of our sampling hose bib had become severely stagnant from lack of use, causing the two TC+ results. |
